Raiden’s skills focus on her Elemental Burst, so the best artifacts for her are the 4-piece Emblem of Severed Fate set. This set increases Energy Recharge and boosts Elemental Burst damage, making it the most effective option. Alternatively, using a 2-piece Noblesse Oblige set combined with a 2-piece Emblem of Severed Fate set also boosts Elemental Burst damage and Energy Recharge, but it is slightly less effective than the full 4-piece Emblem of Severed Fate set. Nonetheless, it is still useful.
Another option is using a 2-piece Noblesse Oblige set combined with a 2-piece Thundering Fury set. This combination provides a boost to Elemental Burst damage and a 15% increase to Electro damage, which is quite good. There are also other options available that you can explore.
Raiden Weapons Desc
The best and most effective weapon for her is the 5-star Engulfing Lightning, which provides a large boost to basic attack and energy recharge stats. The second-best option is the Staff of Homa, which offers a significant increase in CRIT DMG and basic attack stats, and also helps with HP restoration.
If you don’t have the two above weapons, the best recommended 4-star weapon for Raiden is “The Catch.” It provides boosts to Burst damage, Burst CRIT Rate, and Energy Recharge, covering most of her needs. Many players use this weapon as an alternative to Engulfing Lightning.

Raiden Overview
Raiden Shogun is a 5-star Electro character in Genshin Impact who uses polearm weapons. Her main ability is her Elemental Burst, Secret Art: Musou Shinsetsu, which deals large area-of-effect Electro damage and performs quick attacks. Her Elemental Skill, Transcendence: Baleful Omen, triggers the Eye of Stormy Judgment, which deals area-of-effect Electro damage to opponents through coordinated attacks. Since her Elemental Burst has a high energy cost, using her Elemental Skill will provide a bonus to the damage of her Elemental Burst.
Her Elemental Burst plays a crucial role in damage percentage. Musou Isshin infuses normal, charged, and plunging attacks with Electro damage and also restores energy to her party members. Her second passive skill, Enlightened One, reduces her energy recharge needs and provides a bonus to Electro damage.

When the Raiden Shogun reveals a shard of her Euthymia, she deals Electro DMG to nearby foes and bestows the Eye of Stormy Judgment on her allies.
Eye of Stormy Judgment
Characters with this buff will trigger a coordinated attack whenever they deal damage, causing an AoE Electro DMG at the opponent’s location.
While under the Eye’s influence, characters receive an increase in their Elemental Burst damage based on the Energy Cost of their Burst.
The Eye can initiate one coordinated attack every 0.9 seconds per party member. Note that attacks from characters not directly controlled by you will deal 20% of the usual damage.

Secret Art: Musou Shinsetsu
The Raiden Shogun channels uncounted truths and wishes to unleash Musou no Hitotachi, delivering AoE Electro DMG. Following this, she enters the Musou Isshin state for a set duration. During this time, the damage from Musou no Hitotachi and Musou Isshin’s attacks is amplified based on the number of Chakra Desiderata’s Resolve stacks consumed when the skill is activated.

While in this state, her attacks (Normal, Charged, and Plunging) are infused with Electro DMG, which cannot be overridden. Each hit regenerates energy for all nearby allies, restoring energy once per second and up to five times during the skill’s duration.
She gains increased resistance to interruption and is immune to damage from Electro-Charged reactions.
Her Normal, Charged, and Plunging attack damage is treated as Elemental Burst damage while Musou Isshin is active.
The effects of Musou Isshin will end once she leaves the field.
Chakra Desiderata
As nearby party members use their Elemental Bursts, the Raiden Shogun accumulates Resolve stacks based on the Energy Cost of these Bursts.
She can build up to a maximum of 60 Resolve stacks.
Resolve accumulated through Chakra Desiderata will be cleared 300 seconds after she leaves the field.
