If you don’t have these specific artifacts, consider using the 4-Piece Tenacity of the Millelith set. This set not only increases Mona’s HP but also enhances the ATK and Shield Strength of all nearby party members after her skill hits enemies. Currently, the best weapon for Mona is the 3-star Thrilling Tales of Dragon Slayers. This weapon provides a significant ATK buff to the characters you switch to after Mona, giving a great advantage to your other party members and helping you deal heavy damage to enemies.
As a second option, the 4-star Favonius Codex is a good choice. It offers Energy Recharge and has a chance to generate white particles on critical hits, which can help with maintaining energy levels for Mona’s abilities.
Another option is the Prototype Amber, but to get the most benefit from this weapon, it needs to be refined to level 5.

Mona Overview
Mona is a 5-star Hydro character in Genshin Impact who uses a Catalyst weapon. She is primarily a great supporter. Her Charge Attack deals AoE Hydro damage for a short time. Her Elemental Skill, Mirror Reflection of Doom, places taunts on nearby enemies. By holding the skill and moving backward, you can place it in a specific area. This skill deals Hydro damage and has a 12-second cooldown. After it explodes, it generates three particles.
Her Elemental Burst, Illusory Torrent, applies a debuff to enemies that increases the damage your characters deal when hitting them.
